Why it matters

A target operating model matters when it improves how the function actually works, not simply how it is described.
Procurement functions often evolve over time in response to growth, local priorities and immediate pressures. Without periodic redesign, roles, governance, category ownership and decision rights can become fragmented or unclear.

A target operating model helps bring those elements back into alignment. That creates a stronger basis for performance, accountability and implementation.



How it works

The work is structured in three stages: assess the current model, define the target model, and plan the transition into implementation.


Step 01 — Current State Assessment
We review how the procurement function operates today: structure, governance, decision rights, category ownership, process design and supporting tools. The aim is to identify where the current model is helping performance and where it is limiting it.

Step 02 — Target Operating Model Design

We define the future operating model in practical terms: organisation, roles, governance, process architecture and enabling technology, aligned with the business’s scale, complexity and procurement priorities.

Step 03 — Implementation Roadmap and Execution
We translate the target model into a sequenced transition plan with clear priorities, milestones and ownership. Once the model is agreed, the work moves into implementation with the client team so that the design becomes an operating reality, not just a recommended structure.

Implementation Roadmap

A phased transition plan with sequenced initiatives, change management approach, milestones and success metrics.


Implementation support

Once the target model and transition plan are agreed, the work moves into implementation with the client team. This can include support on organisational changes, governance, category ownership, process redesign and practical delivery of the transition​
